ASM 238 missing Tattooz getting Blue label- low grade instead of Green label Mid grade? 3 3

I recently submitted a ASM 238 missing a Tattooz insert, I fully thought it would come back as a 6-8 green label based on the comic condition.

Instead It came back as a 2.0 Blue label. What differentiates the two labels? Why did this come back as a 2.0 in Blue rather than in green?

This is my first post on the forums, so please be nice!
