CGC enclosures not having the CGC Hologram but having the grade board

Are there examples of a year where CGC did not affix their Hologram on the enclosures for the comic books?

 

I noticed one of those "too good to be true sites" that had alot of alleged CGC graded books, yet in all of the scans I found, none of the Enclosures had the CGC Hologram on them yet they still had the grading boards, etc.... Isn't the CGC Hologram another sign that CGC graded books are not couterfeits ?
