With respect to blanks that have the standard cover A beneath it, are these graded the same way error multi cover books are? Where the best graded cover is the one that will be considered for the overall grade?

Error multi-cover books are just that...errors.

Blank covers, the intended cover is...the blank cover.  They should be graded as such.
