I might change to 6.5 more solidly but yes that scuff ripple on the spine doesn't look that awful on the particular copy, but it is a "more serious defect imo

I would add that color touch is unlikely on a copy like this if you consider that the most likely area for ct is the spine and the spine clearly has areas of color break. A person looking to hide a defect would not do so on a copy like this given the extent of the defects.

Well on these compared to the one you show with no black line, the one with there is more of the cover wrap.. 

Just looks like his suit has a pocket on the wrong side.

Can you take a look at that line from the same area on the inside front cover? If it’s a sharpie or pen, there’s a good chance it would have bled through the wrap and appear discolored from the inside out. You can also shine a flashlight and/or black light through the wrap in a dark room to see if it appears to stand out. It does seem suspicious…I’d like to check out some high res copies on Heritage to see if it’s just a faded area of ink on my monitor at home later tonight…anyone else have the ability to check out other copies?

Yes,  it's color touch.  Bled through spine

6.0 after a C&P.

The only suspect color touch I see is the one you pointed out by the Watcher's outstretched arm. It would be unusual to have it there and not elsewhere along the spine though.

Here's my copy. It's way lower in grade but with a better wrap.

But like @Funnybooks said, you'll likely to be able to see bleed-through on the interior of the front cover.
