The more elegant (but still lay-person level) fix is a three-step process: (1) remove the blown staple; (2) apply tape to the cover tear via the outside cover, inside cover, or both; and (3) re-insert the removed staple to reattach the cover to the interior. Personally, I'd leave the book as is. At this condition level, a Qualified Grade is nothing more than a "participation trophy" designed to make the book's owner feel better about his/her seriously defective item. Your book would be VG-ish if not for the multiple missing story panels. However, in actuality, your book is no better than FR. Accept reality.
