Can a comic still get a 9.9 if it is pressed?

Yes.

A good presser will remove the appearance of some defects such as non-color-breaking creases.  A good presser will handle a comic book very carefully and, unless they make a significant mistake, will not damage a book by their handling of it.

Of course, damage can occur as the result of pressing.  People can make mistakes in the way they handle books, or mistakenly drop a book, and cause unintended damage.  But the mere careful handling of a comic book will not automatically keep it from getting a 9.8, a 9.9, or even a 10.0.

Agreed, stuff that keeps a 9.8 from being a 9.9 like centering and minute amount of paper loss on a corner (under magnification), or tiny bindery defect will not helped by a press.

But yeah I guess in theory some very strong 9.8's can be moved up with a press, in actuality not sure how many of those cases would ever exist...

My opinion taking a strong 9.8 and pressing it mathematically more is likely to result in a 9.6 rather than a 9.9

Keep in mind that the graders at CGC will be handling the book as well, including a page count, so handling of the book, by pressers or the dude that rang up the book at the shop, is part of the game.
