At the time, it was canon that the Twi'Lek were basically the galaxy's whores. It was an accepted part of her day to day life. In fact, many of her stories featured her coming to grips with the fact that she's a well-treated Jedi while around her, her people starve in chains.

Because of their history, Twi'Leks generally had a habit of showing more skin. They were more comfortable with their bodies, whether male or female. So Aayla's outfit, which rather racy for a Jedi, is meaningless for her. It's simply cool and comfortable. She's also very athletic, and uses this in her fights, to a great extent.

Shes a great character, and it really was euch a shame seeing her story terminated on film. She was the just the right type of character to have made it off-planet alive. Ah, if only.... 

 I think Yoda got his first boner in 800 years looking at her!
