To grade comics with card insert or not 0

just had 2 Power rangers comics1 graded..

1 without the the card insert and 1 with card insert. Card without insert 9.8 card with insert graded 9.4. Reasons from cover had a raise area.. not flat..

so is it better to keep card insert intact or remove ?

Thank you for your message.  I checked with our graders on this and they advised that if the card is attached inside the book you should definitely not remove it.  If you do remove it then the book will be listed as incomplete.  

There is a natural indent from the card which is present in all copies.  We don't downgrade for that reason alone unless the indent is more pronounced than we typically see with this book.
