Taped MVS grading 0

I was wondering if anyone knows what label CGC is giving comic books where the original owner cut out the MVS and then taped it back in?

Restored? Qualified? Universal? Conserved?

It would be qualified.  Just as if the MVS was still cut out. 

CGC's stance on tape is that it can never improve a book.  Say if the tape reattaches the cover or a piece, the comic book is graded as though the cover is still detached or the piece still missing.
