Packing order question 2 2

"Pack your cards in the order that appears on the PACKING LIST, NOT THE ORDER IN WHICH YOU ENTERED THEM. Failure to do so will result in delays."

Does this mean that #1 should be on top of the pile or #1 should go into the box first, making it the bottom of the pile?
