So of course, slight amateur would mean that the resto wasn't professionally done, so both the color touch and the spine splits would be the work of an amateur. That would usually mean the color touch was done with a marker of some sort and the spine splits were sealed with some type of common glue. The word "slight" should mean a fairly small amount of color touch and a fairly small amount of glue, but they don't usually put the length of the spine splits into the notes unless it's egregious. And of course, "splits" would mean there was more than one, which would often be more likely on a Golden Age comic, a square bound comic or on certain magazines with inherently weak spines. I'd expect the splits to be at the top and bottom of the spine, but I have seen books where the spines were split in different areas other than the top and bottom.
