Does CGC rate Topsun Pokemon cards "1995 Nintendo / Creatures inc. / GAME FREAK inc." 0

I came across these and a few more I had received from a buddy who visited Japan back in the day while in the Navy. The gum wasn't very good, but I held on to the original packing and cards. Would like to submit a couple for grading, but do they rate these particular cards, how do I submit them and is it worth it?

I appreciate any feedback?

You submit them to SCG, BGS or PSA... CGC does not grade them...  Is it worth it......  you would have to consider the condition and look at eBay sales to see values.
