I am sure this question has been asked before, but what deduction in grade is usually given for rusted staples?

It depends on highly graded your book would otherwise be.

And possibly how bad the rusting is.

so you should probably describe your specific situation and post pictures if you want a useful aanswer.

On a VG book or lower, it may not factor in at all. Lots of variables though. How severe is it? Does it bleed onto pages? It could cause a 0.5-1.0 drop if so on an otherwise clean VG outright book.

For higher grade books (ie if that is the only major flaw) the impact will be greater.

Does CGC still call staple replacement restored?  I think I read it doesnt.
