Declared Value question from a submission Noob

Hey folks! Newish collector, total submission noob here. Most of what I'm reading makes perfect sense, but there's one burning question I can't quite seem to find an answer to. The "declared value" you fill in before you submit books; is that the raw value, or what you expect the book's value will be after grading (which would obviously require you to guess about the grade)? I'm assuming it's the latter, since anything graded will need to be insured for its value as a graded book on its way back to you. Am I right?

Thank you for your message. The value we ask you for is an insurance value, a number you would feel comfortable with in terms of a replacement value if your item was lost or damaged while with us.  Each tier of service covers up to a maximum specified insurance level and you must choose a tier of service which will accommodate the declared value for your item. Services and Fees 

We do encourage you to be conservative as we do not reimburse you if you over-value your book. In the event that your book was grossly under-valued, we would contact you to bump the book to a higher grading tier and you would just pay the difference in the grading fees at that time. Mike, a follow-up question for you that was asked recently:

If OP sends in 10 books of the same tier, but one gets bumped to a higher tier, will there now be two return shipments and two shipping costs? Also, will there be an additional $5 invoice charge?

If the graders bump a particular book because they feel it is undervalued, the book in that situation will stay with the rest of the books on that submission and be done at the same time.  They will just be charged the difference in the grading fees.  We would not separate the book onto its own submission at that point because the fees would have already been charged and it has already moved into the grading room at that stage.

Also… when does my credit card get charged for the 39 comics I am submitting at $50. Per comic…because many will be rejected if not at least the 8.0 I chose and then the comics that are REJECTED SHOULD ONLY COST $8 to reject …so when am I charged.
