Looking to see if anyone recognizes this piece and where/if it was used. I was told maybe a greeting card but really don't know. Size; 9 x 14"

Right you are! - but it's only the right hand portion of the cover - the other 2/3 or so is an inset piece.

For some reason, this piece is not finished...was it the published piece??

We don't know the actual size of this piece.  Maybe the usual 10 x 15 ?  The odds are there was a reduced version of image (e.g. stat) that was used to create the final production art.

The piece is drawn on regular DC art board but is cut down to 9 x 14".

I'll do a little more investigating but it looks like a match.

It looks like the cheek and nose were slightly changed on the published cover.  Good find!
