Even though it's in an unusual spot this is just a tear & one that size is a ceiling around 4.0. I think an experienced presser could take those bends out and minimize the aesthetic impact of the tear, but nothing moves the needle above 4.0. I concur that grading is unlikely to yield sufficient ROI, so such a decision would have to be based on personal preference.
