Rouge staples, lower staple discolored, moderate spine stress with color breaking spine ticks, long vertical color breaking crease by spine, blunted corners with color breaking creases at the upper and lower right corners, there appears to be some color loss and indentations on the front cover, "75" written on cover with marker, tanned pages, moderate foxing on rear cover.

What is not shown is why the rouge staples are there, are the original staples present, was the cover loose/detached/split?

If there is not an issue with the cover as mentioned above, IMO...VG+ 4.5 Max, due to the staples

If there is an issue with the cover, depending on how bad it is/was...GD/VG 3.0 Max

The average used comic book. Cover shows moderate to significant wear, and may be loose but not completely detached. Cover reflectivity is low. Can have moderate creases or dimples. Corners may be blunted. Store stamps, name stamps, arrival dates, initials, etc. have no effect on this grade. Some discoloration, fading, foxing, and even minor soiling is allowed. As much as a 1/4" triangle can be missing out of the corner or edge; a missing 1/8" square is also acceptable. Only minor unobtrusive tape and other amateur repair allowed on otherwise high grade copies. Moderate spine roll may be present and/or a 1" spine split. Staples may be discolored. Minor to moderate staple tears and stress lines may be present, as well as some rust migration. Paper is brown but not brittle. Minor to moderate interior tears may be present. Centerfold may be loose or detached at one staple.

3.5 VERY GOOD- (VG-):  Back to Top
Fits the criteria for Very Good but with an additional defect or small accumulation of defects that detracts from the book's appearance by a perceptible amount.

3.0 GOOD/VERY GOOD (GD/VG):  Back to Top

Can have a book-length crease and/or dimples. Corners may be blunted or even rounded. Discoloration, fading, foxing, and even minor to moderate soiling is allowed. A triangle from 1/4" to 1/2" can be missing out of the corner or edge; a missing 1/8" to 1/4" square is also acceptable. Tape and other amateur repair may be present. Moderate spine roll likely. May have a spine split of anywhere from 1" to 1-1/2". Staples may be rusted or replaced. Minor to moderate staple tears and moderate stress lines may be present, as well as some rust migration. Paper is brown but not brittle. Centerfold may be loose or detached at one staple. Minor to moderate interior tears may be present.

I too have questions about the (suspected) added staples. It does not appear they are poking through the back, so it's looks like they're manufacturing staples that are horribly offset from where they should be on the spine. Are there staples/staple holes on the spine itself?  FWIW by CGC standards, extra staples only lower the grade to 5.0-7.0. The level of creasing is consistent with a 4.0/4.5 book, so even if they staples are added, it is not what will set the upper limit. All this presumes there is no other structural damage like a split spine, which would be a more impactful defect than the creases.

There's so much going on here lol, but I'm going to guess 4.0 just given the condition of the entire spine area and cover creases. If it was a production error and not an attempted fix later, it's a pretty funny error to have in your collection

Prime 4.0 candidate for me. The staple placement is part of the Silver Age production values. They will tend to have an effect on the grade as soon as the book starts getting handled from new. Shame, but that's what makes the higher grade SA stuff soooo much more costly today, the rarity value of an old book that hasn't been handled.
