Submitting comics for grading ??? 25 at a time-- WHY? 1 1

Hello-

new collector (again) ,

I read on this chat board the optimal number of books to submit at 1 time is 25.   Why 25?  I see they charge 37$ each to grade 1975 and older.  Where is the logic in 25 books?

I am sure there is some major item I am missing, please enlighten me.
