If you select a lower tier and CGC determines it's worth more, they'll charge you for the higher tier (but they don't reimburse if you select a high tier and it's worth lower). It's mainly for insurance purposes. How much do you think the raw book is worth if it's damaged or lost (i.e., how much will it cost to replace it)?
