Are there average prices for non-splash pages done by mildly popular artists?

Not to my knowledge. Aside from the age and artist, even non splash pages are priced based on condition and who is on the page and what is going on.

It all depends on what artist, what title, what characters, what action, what page, who's selling it, who's buying it ...

 

You really can't put a blanket estimated price on OA. There are too many variables. What you CAN do is say "I am looking for XXXX page or a page similar to it. What price range am I looking at."
