It is backwards, sort of.  But they are asking you for an estimate.  The Declared Value (DV) is the amount the book will be insured for while it is at CGC, and during the return shipment. 

If you under-value, and it gets lost, stolen, or damaged, the most CGC will pay you in compensation is the DV. So the best measurement of what value to put in the box is the amount you would be satisfied with in the event of loss.
