thanks for your input only issue seems to be some insufficiently_thoughtful_person put "white out" on the approved stamp for no darn good reason

Are you sure it's "white out"? That removes rather easily . . . looks like a tape pull in the scan. I had a whole run of books where the owner had put stamps from Mad Magazine over the CCA seal . . . No Sherlock - he even did it to his early Spideys and X-Men

It looks like a price sticker once covered the code - the white out might be amatuer repair to cover a pull when the sticker was removed.

 

4.5 - not worth slabbing - probably the least valuable of FFs under #30
