NARU and leaving feedback??

I have a guy who won a bunch of lots and never paid. I was going to leave him negative feedback, but I can't. He is NARU. Since he is already in trouble with ebay, they will not let others post any feedback at all. That makes no sense to me??

 

If the buyer tries to get reinstated after 90 days, I can't leave them feedback at all, it would be pasat the regular time limit.

 

He can pop back up in 91 days and the ripping off he did to me will not be on the record? It's past the deadline for feedback reporting.

 

When you rob banks or steal, they convict you for all the crimes, not just the one they caught you for? I must be missing something here?
