how can the one from metropolis with dried glue on cover get a blue label?

If the glue isn't doing any "restoring" (sealing a tear or whatever), the book won't get a PLOD. I don't think CGC would even include this note on the label currently, but old labels tend to have a bit more in the way of grader's notes.
