Rulah #27 - Help! I need info on a story.

I just bought a page of original art from Heritage that appears to be from an issue of Rulah (pasteover at top). I have Rulah's #17-26 and it's not in those books. The only issue I am missing is #27 (last issue).

 

Does anyone have this issue and can look to see if this page is in that issue? It is story page 9.

 

If it is not in that issue I am at a loss to where it might appear, if it did. I have most of the Zoot's and All Top's and it's not in any of those (and besides they have "Zoot" or "All Top" at the top of the page).
