Question on this piece of Valiant Art

Never seen something like this, so I thought one of you experts may know. Why do all the areas where the word ballons go appear dirty? Do you think at one time there were paste ups and someone pulled them off? Or is this typical for Valiant OA? Here's the LINK

All Valiant art was like that. The books were not hand lettered, so empty balloons were usually pasted to the finished art before it was copied and sent out.

 

Nothing was removed from that page - the glue is just showing through the empty bubbles.
