Help identify yet another page?

Hey all,

 

Got this page on eBay. Sold as Kevin Maguire pencils from Justice League International #22.

As soon as I opened the package I knew this wasn't right. Hit my long boxes and this page most definitely did not come from JLI #22.

 

And there is no way Kevin drew this.

 

Title is sliced off and no real identifiable makes on the back. The date stamp is blurred.

 

Any ideas folks?

Blue Beetle 22, with art by Ross Andru and Danny Bulanadi.

Just a guess from looking at the art. It looks like Andru's pencil style and Bulanadi's inks.

I don't even own that issue, but I'd say that's it.

Someone check that issue!
