The Emancipation Proclamation consists of two executive orders issued by United States President Abraham Lincoln during the American Civil War. The first one, issued September 22, 1862, declared the freedom of all slaves in any state of the Confederate States of America that did not return to Union control by January 1, 1863. The second order, issued January 1, 1863, named ten specific states where it would apply. Lincoln issued the Executive Order by his authority as "Commander in Chief of the Army and Navy" under Article II, section 2 of the United States Constitution.[1]

 

The Emancipation Proclamation was criticized at the time for freeing only the slaves over which the Union had no power. Although most slaves were not freed immediately, the Proclamation brought freedom to thousands of slaves the day it went into effect[2] in parts of nine of the ten states to which it applied (Texas being the exception).[3]

 

Additionally, the Proclamation provided a legal framework for the emancipation of nearly all four million slaves as the Union armies advanced, and committed the Union to ending slavery, which was a controversial decision even in the North. The proclamation did not name the border states of Kentucky, Missouri, Maryland, or Delaware, which had never declared a secession, and so it did not free any slaves there. The state of Tennessee had already mostly returned to Union control, so it also was not named and was exempted. Virginia was named, but exemptions were specified for the 48 counties that were in the process of forming West Virginia, as well as seven other named counties and two cities. Also specifically exempted were New Orleans and thirteen named parishes of Louisiana, all of which were also already mostly under Federal control at the time of the Proclamation.

Dover - I'm going to quote you from another thread bc I feel like we can have a more civil discussion about it in here than in the other thread. The other thread is derailed enough... and this is the underailable thread

 

I am not mad because I think President Obama is a socialist, I am simply tired of the continual growth of the Federal Government, period, who ever happens to be running it. I think that is what is being missed. The 2008 budget was 2.98 trillion dollars. Some of us think that is enough. If you can't run a country on that, maybe something should be done differently. Communist, socialist are just catch phrases for "stop growing the federal government."

 

I applaud you for saying this. As a self-proclaimed Texas Liberal (which means I'm not really all that liberal, just liberal for the area I live in - which I guess would really just make me a moderate), I can appreciate your thoughts in that post when you get past the communist/socialist thing. I think that the conservative party needs to realize that by using those terms that they are pushing out folks like myself who are in the middle. It makes the party look stupid as if they don't really know what communist or socialist mean (especially when they use them interchangably as well as with Fascist). If they would just come out and say what you have said in the quote above, they would gain a lot more of my respect and I feel they would gain a much higher respect of the american politic. What you have is a genuine concern that is very understandable and relateable. What is going on en mass is using key words to hype up fear for a reaction.

very very true. Both sides are using key words and phrases and both sort of spinning their wheels and entrenching themselves in their positions. Both sides are making people chose, rather than providing insights so that people can agree with one point and not another. You can't really come on board unless you buy into everything.

 

I think 2010 will be extemely "loud" and some what revolutionary. Platforms for running could be made with simple statements of "less government" period.It is not hard to figure out from my sig line that I am against more federal government. I am not a conservative, but maybe just right of center. All of my beliefs come down to the free market allowing for freedom of choices to the consumers, provided those choices do not come from taking away someone else's choice.

 

It is obvious that the center swung to Obama in the election, but I have to wonder if that was more of a hatred of Bush, than a support of Obama. I myself thought of voting for Obama, for a brief time, but because of the Democratic House and Senate, I could not. Having the President, the House and Senate all being of one party is not good. They are feeding each other rather than providing a check and balance.

I liked Obama and voted for him, but have to agree that I think this was a BIG BIG reason mainstream America voted for him.

The kids are running me ragged today, everytime I sit down one of them starts :frustrated:

I feel like sending in an armed something. But yeah it does feel like groundhog day meh
