Rust stain removal from BC

Is there any way of removing slight rust stains (staple marks from another book) on a BC of a comic without it becoming categorized as restored?

You can try dry cleaning with light strokes of an eraser. It should at least minimize it somewhat. You may not get it all off. Just make sure that you leave alone whatever doesn't come off with light erasure. If you overdo it, you're going to damage the paper fibers and the resulting defect will be worse than the rust -- and the rust stain embedded in the fibers probably still won't come out completely if it has migrated below the surface.
