Harvey File copy?

From a recent Joe Palooka run, there were about 10 of these from issue 90 to 115 around 1959. Only two of which had the stamp at the top corner but the others had the notations at the beginning of each story line. The stamp reads "Leon Harvey" which is clear on the other issue with the stamp. Given the condition and other clues, I'm guessing they are file copies but I'm in unfamiliar territory here.

 

Do the interior page references indicate an issue it was reprinted from? Does "P U H" stand for the Humphrey comic title or something else?
