The census only tracks books that are graded. Honestly, the book you have is everywhere, overprinted and heavily available in 50 cent to $2 bins at most. The reason there are not many on the census is that it is deemed a "valueless" book and not worth the $40-50 it takes to grade it. I had a run of Psi-Force (not graded) that I gave away....literally. I had a $10 price tag on the lot and it sat and sat for years. I was happy to give to a student who wanted something to read. I think if you would be wasting money trying to improve the grade. Considering you could probably buy a raw copy for pennies that is nicer and submit that way if you are hunting a 9.8, I would go that route before wasting time trying to bump the grade on the book you have. -
All depends on what you deem "worthy". I think this is a book, as a 0.5, that regardless of the slab, probably holds the same value raw as it does slabbed. It is not like it is a 0.5 with a missing in side page (that might have some fluctuation in value and be worth grading). The main flaw here is half a missing cover which can be seen clear as day as is, or graded hence my reasoning for why it might not be worthwhile. But if you think grading it would automatically add value and that is your goal then go for it I just think it has more value if selling a decent reader copy for someone (looks in great shape otherwise, and you can still see most of Doom there!)

Date stamp won't but this fairly large stain is....not often a book gets above 7.0-7.5 with such a stain -

Without the stain I think the book has a chance in the 8.0-8.5 range BUT with the stain, I think 7.0 is more likely -

I mean, CGC has NEVER (to my knowledge) ever elaborated on how they check for trimming. Why would be beyond me....I would like to think and trust that the person who graded the books has seen enough to know but maybe not. To me it looks factory related....it certainly is an odd trim to the point where one would ask "why"? Also, the fact that it has a miswrap on the front (like it is all askew and such) would add to the possibility that this book's back cover issue is also production related. I would call error on CGC here right now unless they provided me a better answer but they never would so...sadly I guess this is what it is. -

I cannot identify your concern here. The label at the top obscures nothing about the comic book whatsoever....you can clearly see the front AND back. What you are suggesting would mean that you are covering the back of the book up which, to you is unimportant but in terms of getting a clear picture of the condition of a book, is necessary. As a collector, I want to know (personally) that my Fine or lower grade copy has not stains on the back as this is a peeve of mine. Having it done your way would mean I would not see this flaw. Also, what about comics with wraparound covers? Obscuring some of the great artwork on the back seems much more of a sin when talking about the "beautiful cover art" as you say. I think your issue lies with the fact you don't like the fact that your eyes are draw to a grade at the top first. And that is fair. But I think your suggestions to fix that are not well thought is all. If you don't like CGC, maybe it is not for you. For me, I like the labels of CGC above any other company, I like the clear grade and I like that I can view all of that PLUS the entire front and back of my comic.
