Just picked up #2. What is the story with the boob shot? Don't books have to indicate they are for mature audiences anymore?

Since when did books ever have to indicate they were for mature audiences??? It has always been voluntary by the publisher. Even the Comic Code Authority was a voluntary thing and not mandated by any law or regulation.
