Even worse than the website background is this little tidbit. He's so cheap he's keeping the bags shocked.gif. Of course they could be so old he doesn't want anyone to see them. But even then he's stil too cheap to get new bags?

Didn't you ever think of the obvious answer?

 

There are no bags! It's simply a way for him to hype the condition without actually making good on it by sending the comics bagged.
