Incomplete???

Didn't know where this question belonged, so I will put it here....

 

In a fair number of the modern books there are things added that are stapled in (ie pack of cards, cardboard ad for new book, etc..). These are not a part of the actual book, just stapled in there and easily removed. So if they are removed, does this make the book an incomplete (if CGC knew it was in there in the first place). Or does it not because it wasn't an actual part of the book?

They nail you if the tatooz are missing from amz 238

 

That's b/c it says on the cover that tatooz are in the book (even though there are some who contend they were not in *all* books).
