Incomplete?

I got no answer on the regular boards and I am rather curious about this...

 

In a fair number of the modern books there are things added that are stapled in (ie pack of cards, cardboard ad for new book, etc..). These are not a part of the actual book, just stapled in there and easily removed. So if they are removed, does this make the book an incomplete (if CGC knew it was in there in the first place). Or does it not because it wasn't an actual part of the book?

If all copies of that book came with some form of insert, yes it would be incomplete. Some books though, had inserts randomly put in books for advertising - those would get a blue label either way and CGC would only state if it has one in the grading text. If we state it on the label that all copies were manufactured with some form of insert in key comments, it would get an incomplete if it's missing.
