Tornado Champion = second Red Tornado

In 1981 writer Gerry Conway, along with artists George Perez and John Beatty, incorporated the Tornado Tyrant/Champion into the Red Tornado's origin story.

There are storms moving through the area and my connection is spotty, so here are three hints:

 

1. Murphy Anderson art

2. The answer is a naturally occuring by-product.

3. The title of this story is also the title of a Tommy Tomorrow adventure.

 

Hopefully that's enough to track down the answer.
