Clipped, non-story affecting coupon

A silver age book (ASM #3) with a clipped coupon that doesn't affect the story that would otherwise be a VG or VG+, does that become a qualified 4.0 or does it get knocked down into the VG- or G/VG range?

 

I know for a high grade book it would be qualified, but for the lower grade stuff is there a different standard.

As described I think the book would be downgraded for the clipped piece and factored into the overall grade.

 

Unless it was a MH book.. :blush:
