a) Maddrax is a bi-weekly German pulp series.

b) Bastei (the publisher) usually uses covers that had been created before (they just license them)

and sometimes they commission artwork (by Luis Royo or his son Romulo and others)

that may be re-used as well on other publications (which most likely is the case here:

The artist - Nestor Taylor - just sold the picture a second time).
