How do you rate any stars under your avatar?

I was just wondering since I'm still new here. I've seen guys post even 3 times and have rated stars. I've rated stars in my post but none under my picture , again how do you earn them ? Thanks.

Don't be a tool. Look at the title of the thread ("How do you rate any stars under your avatar?") & read his post. I think he asked a genuine question but I guess I could be 100% wrong.
