CGC mistake on a 9.8???

if someone can post a link to #2207586211 for a teenage mutant ninja turtles#15 cgc 9.8 i know cgc is not perfect but take a look at that comic.the seller should imho not even be selling this as a 9.8

It is published by Vintage Crime/Black Lizard and they did a fine job of in-house distressing!

 

(Click on the image of the cover to see a larger one - the distressing is much stronger in person). A nice touch I think!
