Published 1963-same year as Tales of Suspense 39. Published in the uk. Anyone have any information on it? Value?

A lot of the early Marvel SA stuff were reprinted - in B&W if I remember correctly - in magazines published by Alan Class.

That's one of the earlier issues so I would guess that it would fetch a decent price from collectors in the UK.
