Yes, looks like it's a typical defect on this book, like the miswrap of the Daredevil #33.

The responsible of the production quality at Marvel should have been fired :insane:.

Very common, about half the copies I've seen have had it.

#39 is one of my absolute favorite Romita covers from the run, and it happens to be his first! If I wasn't set on that book, I'd snatch up this nice looking copy.

 

Thank you, 39 is my favorite cover as you can probably tell from my avatar. I'm only selling this copy because I just upgraded.
