What's the chances of a book with 1 spine tick - but everything else perfect... getting a 9.8? I'm just curious.

As long as it's small, yes it can get 9.8.

If it breaks color, it would have to be tiny and not more than a hairline in width.

 

...and there better not be anything else wrong with it...
