The gatefolds and the "flaky" cover stock are a real beast, even for books that were stored pretty well.

Don't forget the smaller print runs. Fewer copies available basically equals fewer high grade copies, as well.

I would extend the entire thing to 2001.

 

Microscopic print runs for 2000-2001 and the shift from premium paper and printing in 1996 makes these books very hard to find in high grade.

What years did Marvel do the X-Men Deluxe books? Must have been right around the Phalanx Covenant and the whole Age of Apocalypse miniseries.

 

Do collectors prefer the cheaper newsstand versions to the more expensive foil versions? Are the cheaper newsstand variants harder enough to find that they've got higher collector value?

Those non enhanced books are also tough to find with print runs around 10-20k in high grade. Go a step farther and go non enhanced with newstand as well. ASM 25 V2, Thor25, FF35 and I think I am forgetting another book that had them. The ASM is the one that sells well the others are just for set collectors.
