1990 Marvel keepsake collection- Ghost Rider

Anyone out there ever buy this collection? When I first did back in '90 the first thing I noticed was that the print of the (exclusive to the collection) original artwork was signed by Javier Saltares with what appeared to be blue ballpoint ink. I've never read this to be a feature in the collection, nor have I read anyone pointing this out when trying to sell it. Also, can these 6 1/2" x 9 1/2" prints be CGC'd?

Things cant be CGC'd if they were signed previously, they have to be witnessed by a CAW. Well they can but they will get a qualified label. I am not 100% up on how they certify art. I imagine it would still be ineligible.
