He actually means Marvel Retailer Resource Center. It's an online initiative that Marvel is trying to do with comic book stores. So, as an incentive for joining this monthly subscription program (helping comic stores get websites, etc.) these retailers get special variants. Sometimes, it's the regular retailer incentives you see everyone sell, and sometimes, it's a special variant that is ONLY available to subscribing retailers, which keeps the available print run below 500 copies, usually, and of the copies out there, usually 1 per retailer. The Spidey #648 sketch cover, FF 583 cover (w/the 3), and a few earlier examples are the only unique ones so far.
