Buscema/Palmer Avengers question

Check out the John Buscema Breakdowns/prelims from his second Avengers run from CAF below. I have seen several of these but thought the storyboards were still tidied up before Palmer inked them. Did Tom Palmer really only work from breakdowns this rough?

Just conjecture, but I think that if Palmer had worked directly from these prelims, he would have received credit for both Pencils and Inks, and Buscema would have been credited for Layouts.

He was credited for "breakdowns" in the comic titles on the splash pages. I still would have thought the breakdowns were more finished...but that's why I asked?

I remember reading on the boards about this. I think people were saying that the breakdowns were fairly loose. Try doing a search to see if you can come up with something
