You'll find that most current Modern issues, especially of some significance will have higher census numbers. This is due to pre-screen's by vendors. Since you have to send in 100 moderns for pre-screen, imagine if there were at least a dozen vendors submitted. Out of those 1200 books how many will get 9.8's?

I don't think it would be that high. I would guess on an average 40% 9.8, 59% 9.6 or less, and 1% 9.9 or higher.
