SS books and "white out"

I have a few signature series, original cover recreation books and have recently taken a close hard look at them. Some have a lot of "white out" on them..

 

They are all CGC 9.8's. So, I can only assume CGC looks at the use of "white out", as part of the artwork.

 

Is this correct?

 

In one sense, it seems appropriate that it is. On the other hand, it kind of seems like staining, color touch or restoration.

If it made its way on to the book in a way that was obviously a mistake, then I'm sure the CGC would discount for it.
