It's not Hulk 146 or X-Men 73. Most if not all Marvel's for that month and general period had those borders that took up a lot of room on the cover, more evidence that it's not a Marvel cover.

Well its not a MARVEL. I just got done checking them all out. Thanks to the internet and what few I have in my collection.

 

I also checked some DC's from that time period. Its not a BATMAN or DETECTIVE. Not B&B. Not JLA.

 

Thats all I got for now.

 

That sliver of art sure looks familiar to me like I've seen the whole cover at sone time. But I can't remember where or what its from. This is gonna drive me nuts thinkin about it.

(side note)

While checking the Marvels for that time period I noticed a lot of them have that BLUE ink along the edges. Just like this DD#82 shown earlier here. Anyone know what that ink is from? How does it affect grading?

It's distributor's ink. Stacks of comics were sprayed with ink either to signify distribution locations or to identify returns.
